京都府警「最強」の理由として、ウィニー摘発の中心メンバーで同室補佐の木村公也警部（52）は、「視点」「精神」面での伝統を挙げる。「被害届を受けてから動き出すのではなく、今ここで手を打たなければいずれ大変なことになる、という自分たちの問題意識で捜査を始める。摘発した事件の８～９割はこうして掘り起こしたもの」

　ＷｉｎＭＸの不正使用を摘発した先輩捜査員の姿勢や手法を、木村警部は間近で学んだ。それを生かし今度は自身がほぼ１年間、昼夜を分かたず解析に取り組みウィニーの「穴」を発見。さらにこの木村警部の姿を見て、「素人の状態」で異動してきた後輩捜査員が、シェアによる著作権法違反に切り込んだという。

　対策室の歴代幹部も、「重要なのは、この先何が問題になるかを見通す力」「野放しにしたらアカン、絶対検挙したる、という熱意」と口をそろえる。パソコンやネットの知識一辺倒ではどうにもならず、「研究肌の人、現場指揮に優れた人、アイデアを出すのがうまい人。いろいろなタイプが集まっていることがいい結果につながっている」（佐藤成史室長）という。

　法制などが未整備な世界だけに、「あらゆる法令の駆使」がカギになる。昨年、コンピューターウイルスの作成者を逮捕した際に適用したのは著作権法違反と名誉棄損。日本にはウイルスの作成、放出を処罰する法律がないため、感染すると画面に現れるアニメ画像と個人写真の無断使用を問う「裏技」だった。
